Capital Markets

A growing, changing economy needs vast amounts of capital to take advantage of improved technology, and to provide plants and equipment for a growing labor force. Much of the savings that is the ultimate source of the needed capi¬tal is done by households who do not own businesses or farms. They want to put their savings to work. Businesses and governments want to invest in physi¬cal capital but do not have the needed savings. In a large, complex economy a very elaborate set of arrangements is needed to bring savers and investors together. We noted in Chapter 2 how financial intermediaries assist in that process, but they are only part of the system of capital markets. The function of the capital markets is to provide arrangements so that households, busi¬nesses, and governments that want to invest more than they save can bid for the funds of other spending units who have surplus funds.
